Authorizes the Independent Budget Office of New York City and designated tax expenditure evaluators to inspect tax returns and reports for purposes of conducting tax expenditure evaluations.

Amends confidentiality provisions in the administrative code covering income tax (section 11-538), general corporation tax (section 11-688), and unincorporated business tax (section 11-1116) to create exceptions allowing access to taxpayer data by these entities.

Permits inspection of reports and returns by the Independent Budget Office or authorized evaluator under section 11-2901 without violating tax secrecy laws, similar to existing exceptions for audits and legal proceedings.

Takes effect immediately upon enactment.
