Requires electric corporations to use commission-approved demand measuring devices when billing demand charges of 10 kilowatts or more, or when customer's total rated capacity is 12 kilowatts or more, or when consumption exceeds 1,000 kilowatt hours per month in two consecutive months during the preceding ten months.

Mandates that customer bills for electric service include the service classification, website address to the specific Public Service Commission leaf, account/meter number, quantity billed, unit of measurement, and the highest measurement of specific line items over the preceding 52-week period.

Exempts high-demand customers (exceeding 3 MW aggregate annual demand) receiving electronic data interchange from printed bill requirements, and exempts state public-benefit corporation transactions from printed statements if detailed electronic information is provided to the statewide financial system.

Requires utilities to provide customers with a notice at service initiation and on every bill thereafter disclosing how demand-delivery peak is calculated and warning that demand charges can significantly affect electricity costs and may impact billing over multiple cycles.

Establishes regulations for residential rental building submetering, including filing notice of intent with local social services, providing 60-day tenant notice before implementation, and prohibiting disconnection of accounts for tenants receiving public assistance unless social services confirms declining assistance.
