Amends the Elder Law to add identity theft as a form of harm included in the definition of "elder abuse or exploitation" affecting older adults.

Requires the state to include identity theft in public education campaigns about elder abuse, zero-tolerance policies, and information about available support services and resources.

Directs the Division of State Police to develop and disseminate educational materials to all members that include identity theft as a form of elder abuse, and establish procedures for responding to such abuse.

Updates the New York City Administrative Code to include "harm related to identity theft" in the definition of elder abuse for vulnerable older adults.

Takes effect immediately upon enactment.
