Requires the Department of Homeless Services to provide notice at least 45 days before a public hearing on constructing a new homeless shelter to the community board, city council member, state assembly member, state senator, federal representative, and borough president of the affected area.

Allows community boards to request a public hearing within 15 days of receiving notice of a proposed shelter, and requires the department to consider public comments and modify its proposal based on reasonable concerns raised.

Mandates the department establish a community advisory board within 20 days of any new shelter opening, composed of community members and designees from local elected officials and the community board.

Requires quarterly reports to local officials on the use of privately owned hotels for homeless shelter and mandates inspection and certification of hotels before placing homeless individuals in them, with a public list of hotels certified for families with children.

Requires one week advance notice to local officials and police precincts before placing homeless individuals in hotel units, with special notice requirements for 25+ units in a single hotel or stays exceeding 15 consecutive days; allows community boards to hold public hearings within 15 days of such notice.
