Authorizes the Village of Croton-on-Hudson to establish a residential parking permit system on Young Avenue and Hastings Avenue to address parking shortages caused by commuters using the Croton-Harmon Train Station.

Permits the village board to adopt a local law establishing the system, setting permit fees, designating permit-free times/days, and crediting revenues to the village general fund.

Exempts vehicles registered for persons with disabilities from permit requirements and prohibits permits on streets with adjacent commercial/retail zoned properties.

Requires the parking system to reserve at least 20 percent of spaces for non-residents with short-term parking of at least 90 minutes available.

Mandates a public hearing following municipal home rule law procedures before the village adopts any residential parking ordinance.
