Adds two new appointed members to the New York State Housing Finance Agency: one appointed by the temporary president of the Senate and one appointed by the speaker of the Assembly, who serve at the pleasure of their respective appointers.

Maintains the agency's existing membership of the commissioner of housing and community renewal, director of the budget, commissioner of taxation and finance, and four governor-appointed members (subject to Senate confirmation).

Changes the vacancy-filling process so vacancies are filled in the same manner as the original appointment, replacing the previous requirement that the governor fill all vacancies with Senate consent.

Aligns the membership of the Housing Trust Fund Corporation (section 45-a subsidiary) and Affordable Housing Corporation (section 45-b subsidiary) with the agency membership structure established in section 43.

Takes effect on January 1st following enactment.
