Defines "unfinished frame or receiver" as a piece of material shaped or formed to become a firearm frame or receiver that can readily be made functional through milling, drilling, or other means, excluding materials altered only for transportation, storage, or chemical composition changes.

Establishes criminal sale of an unfinished frame or receiver in the third degree as a class E felony for selling, exchanging, giving, or disposing of one unfinished frame or receiver.

Establishes criminal sale of an unfinished frame or receiver in the second degree as a class D felony for selling, exchanging, giving, or disposing of five or more unfinished frames or receivers, or five or more within a one-year period.

Establishes criminal sale of an unfinished frame or receiver in the first degree as a class C felony for selling, exchanging, giving, or disposing of ten or more unfinished frames or receivers, or ten or more within a one-year period.

Exempts licensed gunsmiths and persons voluntarily surrendering unfinished frames or receivers to designated law enforcement officials from criminal liability under all three offense levels.
