Amends the state finance law to transfer oversight of the ALS research and education fund from the comptroller to the commissioner of health for fund expenditures and management.

Directs fund moneys to be expended only through the Department of Health to provide grants to the Greater New York ALS Association and the ALS Association Upstate New York Chapter for ALS research and education projects.

Allocates 65% of annual fund moneys to the Greater New York ALS Association and 35% to the ALS Association Upstate New York Chapter.

Requires the comptroller to certify annual fund deposits and disbursements to the governor and legislative leaders, with the commissioner of health responsible for expending funds in the year donated and reporting any delays.

Takes effect immediately and is deemed effective retroactively to October 1, 2018.
