Establishes a 12-member New York task force on agricultural investment to study and assess the future of agriculture in the state, with expertise in agriculture, economic development, environment, and workforce development

Appoints members as follows: six by the governor (including commissioners of agriculture and markets as chairperson, labor, environmental conservation, housing and community renewal, economic development, and president of state energy research and development authority); two by senate temporary president; two by assembly speaker; one by senate minority leader; one by assembly minority leader

Task force shall study and evaluate issues relating to agricultural sustainability, labor, workforce development, and economic conditions, and develop budgeting and actionable recommendations

Task force members receive no compensation and shall have access to facilities, resources, and data from state courts, departments, agencies, and political subdivisions as needed

Task force shall submit findings and recommendations to the governor, senate temporary president, and assembly speaker by November 1, 2020, and the act shall expire one year after taking effect
