Requires the Department of Transportation to submit annual reports to the governor, legislative leaders, and committee chairs in searchable electronic format starting June 1, 2020 and each June thereafter.

Mandates a capital program report detailing on-state and off-state system projects planned for the fiscal year, including estimated letting dates, project costs, and information organized by region, funding source, and project phase.

Requires quarterly reports comparing planned versus actual construction lettings, project cost changes exceeding 25% for projects over $15 million, and letting schedule delays exceeding 12 months, along with estimated job creation numbers.

Requires an annual accomplishment report documenting funding obligated for major capital categories including pavement preservation, bridge preservation, bridge rehabilitation or replacement, safety, and mobility, organized by region and project phase.

Requires an annual highway pavement and bridge condition report detailing state highway pavement conditions by region, locally and state-owned bridge conditions by county, and statewide condition goals with three-year historical comparisons.

Requires an annual report on allocation and disbursement of public transportation funds for non-MTA providers within the metropolitan commuter transportation district and providers outside it, including a needs assessment of vehicle condition, facility repairs, and safety compliance.
