Amends the deadline for absentee ballot applications to require they be "received by" the board of elections rather than "mailed to" the board, eliminating the separate delivery option and establishing a single deadline seven days before the election.

Changes the requirement for absentee ballot requests from written applications "in" a letter to requests that "shall include" a letter, telefax, or other written instrument containing the voter's signature.

Modifies the timing for when boards of elections must mail absentee ballots to allow mailing either 30 days before the election (if ballots have been prepared) or immediately upon receipt of the request, but no later than seven days before the election.

Maintains existing exceptions for military voters and special federal voters to request ballots in letters under specified statutory provisions.

Takes effect immediately upon enactment.
