Amends election law section 4-100 to increase the maximum number of registrants allowed in an election district within New York City to 4,000 (excluding inactive registrants), compared to the statewide limit of 950 registrants or up to 1,150 with county board approval.

Election districts must remain in compact form and cannot split across wards, towns, cities, villages with 5,000+ inhabitants, or county legislative, assembly, senatorial, or congressional district boundaries.

Election district boundaries must follow visible permanent landmarks such as streets, rivers, or railroad lines, without requiring technical or mechanical devices to identify them.

Takes effect immediately upon enactment.
