Amends Education Law Section 2854 to require that children admitted to charter schools in cities with a population of one million or more must live within a five mile radius of the charter school.

Modifies enrollment preference rules to provide preference to pupils residing within a five mile radius of charter schools in large cities, in addition to pupils residing in the school district where the charter school is located.

Maintains existing enrollment preferences for returning students, siblings of enrolled pupils, and children of charter school or charter management organization employees (capped at 15% of total enrollment).

Effective date: July 1 following the date the bill becomes law.
