Prohibits state approval of mining permits if local zoning laws prohibit mining or if local governments deny permits under water quality and public health protections.

Requires state approval of all mining applications (new, expansions, and renewals) in affected counties to receive approval from each local government with jurisdiction before state processing.

Authorizes local governments to regulate, prohibit, or terminate mining operations to protect water quality and public health, including prohibiting co-location of mining with waste facilities and monitoring groundwater impacts.

Limits local zoning conditions on mining special use permits to ingress/egress, transport routing, setback requirements, dust control, hours of operation, and reclamation enforcement.
