Authorizes the Village of Herkimer to discontinue two parcels of parkland (totaling approximately 6.32 acres) and convey them to Herkimer Central School District for expanding educational and school-related extracurricular facilities.

Requires Herkimer Central School District to first convey approximately 10.6 acres of land to the Village of Herkimer, which must be acquired and dedicated as parklands prior to any alienation of the existing parkland.

Requires the Village of Herkimer to dedicate the difference in fair market value between the lands being conveyed away and lands being acquired toward purchasing additional parklands or making capital improvements to existing park facilities if values are unequal.

Mandates compliance with all federal requirements and Secretary of the Interior approval if the Village received any federal funding support for the parklands being alienated, ensuring substituted lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
