Defines "correctional association" as the Correctional Association of New York (incorporated in 1846) and its employees, board members, and designees with access rights to all state correctional facilities.

Permits the Correctional Association to access, visit, inspect, and examine all state correctional facilities without advance notice, with up to 12 people in visiting parties, except the department may restrict access during emergencies.

Grants unfettered access to all paper, electronic, and digital records including documents, emails, video/audio recordings, and policies pertaining to facility operations and incarcerated individuals' records, except employee disciplinary documents.

Authorizes the Correctional Association to conduct private, confidential interviews with correctional employees, incarcerated individuals, and service providers without department attendance or retaliation, and to distribute surveys to incarcerated people without prior approval.

Requires the Correctional Association to conduct inspections of each facility at least every five years and issue reports to the governor, legislature, and public; allows the association to petition the Supreme Court for enforcement if the department fails to comply, with such cases given preference over other cases.
