Changes the appointment deadline for task force members from 30 days after adjournment of the 2005 legislative session to 30 days after adjournment of the 2020 legislative session.

Modifies meeting frequency from "at least quarterly or more frequently at the call of the chairperson" to "on a biannual basis."

Expands the task force's examination mandate to include average processing times for disability claims, approval rates, coverage gaps for volunteer rescue workers not in retirement systems, and methods to identify all rescue and recovery participants.

Changes the initial report deadline from June 1, 2006 to June 1, 2021, with annual reports to continue thereafter.

Extends the task force's expiration date from June 10, 2020 to June 10, 2025.
