Grants peace officer status to officers employed by Rochester General Hospital within the hospital's geographic area, including buildings, grounds, premises, and adjacent public streets and sidewalks.

Limits officers' powers to specific peace officer functions: authority to stop and question suspects, to frisk for weapons, to pursue suspects, to make arrests, and to issue appearance tickets, plus the ability to detain individuals for a reasonable period while awaiting law enforcement arrival when they have actual knowledge or probable cause of an offense.

Prohibits hospital security officers from carrying, possessing, repairing or disposing of firearms unless they obtain the appropriate license under Penal Law section 400.00.

Takes effect immediately upon enactment.
