Allows absentee ballot applications to be submitted by fax or email to boards of elections, in addition to mail or in-person delivery, with applications deemed filed when received (or next business day if received after hours).

Permits boards of elections to deliver absentee ballots to qualified voters by fax or email upon request, in addition to mail or in-person delivery.

Authorizes military voters and special federal voters to return completed voter registration applications, ballot applications, and ballots by mail, in person, fax, or email, with faxed or emailed submissions treated as original documents requiring no paper follow-up.

Requires boards of elections to maintain paper copies of all applications and ballots delivered by electronic means and to post fax numbers and email addresses on their websites.

Expands special federal voters' eligibility to vote in all state and local primary, special, and general elections, not just federal elections, provided they meet other voting qualifications.
