Establishes prohibition on selling medical supplies at "unconscionably excessive" prices during a governor-declared public health emergency.

Authorizes the Attorney General to seek court injunctions and civil penalties up to $75,000 for price gouging violations, or up to three times actual damages for willful violations.

Prohibits deceptive practices including selling substandard or falsified medical supplies, fraudulent billing using COVID-19 testing information, soliciting donations for fake charities, and operating fraudulent COVID-19 websites or applications.

Defines "medical supplies" to include bandages, masks, gloves, hand sanitizer, over-the-counter medications, and other items identified by the Department of Health during public health emergencies.

Takes effect immediately upon passage.
