State Board of Elections is authorized and directed to create a secure online portal allowing qualified voters to sign designating petitions for candidates via the internet.

Online system must cover designating petitions for federal, state, county, town, city, village, and school board offices.

System must verify voter identity and eligibility, ensure only qualified voters can sign petitions for particular candidates, and be integrated with county boards of elections.

Candidates may use the online system to collect designating petition signatures up to the full number of required signatures, but paper petitions remain permitted as an alternative method.

State Board of Elections is authorized to promulgate rules and regulations for implementation, effective immediately upon enactment.
