Expands the definition of "opioid antagonist recipient" from specific institutional types to "any person or entity," broadening who can possess and administer opioid antagonists for overdose prevention.

Defines "entity" to explicitly include schools, libraries, educational boards, charter schools, restaurants, bars, retail stores, shopping malls, barber shops, beauty parlors, theaters, sporting/event centers, inns, hotels, and motels.

Protects recipients, opioid overdose prevention programs, entities, and their employees from criminal, civil, or administrative liability when using opioid antagonists in good faith compliance with the law.

Classifies opioid antagonist use as first aid or emergency treatment under liability-related statutes.

Takes effect immediately upon enactment.
