Deems individuals who lost employment due to non-essential business shutdowns during the COVID-19 pandemic emergency as eligible homeless persons for temporary shelter placement by the New York City Department of Homeless Services without requiring standard eligibility determination processes.

Exempts such applicants from undergoing eligibility determination at department intake facilities prior to admission to temporary shelter.

Amends the Public Housing Law to deem individuals who lost employment due to non-essential business shutdowns as eligible persons for admission to and continued occupancy in public housing projects without requiring standard eligibility determination processes.

Defines "non-essential business shutdown" as a business interruption during a declared state emergency due to the COVID-19 pandemic that resulted in job loss.

Takes effect immediately upon enactment.
