Creates new Penal Law Section 250.70 making it a Class E felony to knowingly access contact tracing information without authorization or to disseminate such information to unauthorized persons.

Creates new Penal Law Section 250.75 making it a Class E felony to use surveillance drones without consent of all persons in the surveilled area for purposes of collecting contact tracing information or monitoring vital signs or social distancing.

Requires contact tracing applications to be voluntary with explicit user consent, encrypted storage and transmission, plain language explanations before download, and revocable consent with easy removal capability.

Mandates complete deletion and destruction of all contact tracing information collected by applications upon the end of the state public emergency requiring the application's creation.

Provides civil liability for violations, allows class action lawsuits, and prohibits any person, business, or governmental entity from requiring contact tracing applications or restricting rights based on refusal to use such applications.
