Amends the social services law to add a new definition of "kinship caregiver" to Section 371.

Defines a kinship caregiver as a relative or non-relative acting as a parent who is related to the child through blood, marriage, or adoption.

Includes individuals related to a half-sibling of the child through blood, marriage, or adoption as kinship caregivers.

Expands the definition to include adults with a positive prior relationship with the child, their half-sibling, or the child's parent, such as step-parents, godparents, neighbors, or family friends.

Takes effect immediately upon enactment.
