Establishes residential treatment facilities as alternatives to incarceration for persons with serious mental illness accused of felony-level crimes, to be designated by the commissioner and licensed by the Office of Mental Health

Requires voluntary and informed consent from participants, including agreement to wear a GPS device when leaving the facility without authorization and to abide by facility rules

Mandates a written agreement among the presiding judge, defendant (represented by counsel), and county prosecutor, with the prosecutor agreeing not to pursue incarceration if the person successfully completes treatment

Requires facilities to provide medication management, psychiatric and therapeutic treatment, substance use disorder treatment, and life skills training in a safe, violence-free environment

Directs the commissioner to implement regulations within 9 months and seek federal Medical Assistance Percentage program funding within 90 days of the law's effective date
