Reduces the look-back period for non-institutionalized individuals applying for Medicaid coverage of long-term care services from 60 months to 30 months for transfers made on or after October 1, 2020, subject to federal approval.

Allows assets transferred to family members or informal caregivers to be exempt from Medicaid asset transfer penalties if the transfer was in exchange for documented care services and the fair market value of assets is comparable to the value of care provided.

Expands hardship waiver eligibility by clarifying that assets returned to an individual or used on the individual's behalf may qualify for exemption from transfer penalties.

Permits non-institutionalized Medicaid applicants to attest that no assets were transferred within the look-back period during expedited eligibility determinations, with complete documentation required within 30 days of application.

Establishes that the period of ineligibility for institutionalized and non-institutionalized individuals begins on different dates based on when they become eligible to receive services covered by Medicaid.
