Adds language to Election Law Section 8-410 to allow absentee ballots with stray marks or writing to remain valid if the voter's express intent is unambiguous.

Establishes in Section 9-209 that absentee ballots may only be voided if the voter's intent is unclear and they have not substantially complied with chapter requirements.

Prohibits voiding absentee ballots solely due to missing or incorrect dates on the ballot envelope if the envelope bears a timestamp showing it was timely mailed.

Specifies that stray marks or writing cannot be the basis for voiding an absentee ballot when the voter's express intent is unambiguous.

Takes effect immediately and applies to all elections occurring on or after the effective date.
