Allows election boards to count ballots in partially sealed envelopes or envelopes sealed with tape, paste, or other binding agents if the voter verifies in writing that they completed and submitted the ballot in that condition.

Requires election boards to make a good faith effort to contact the voter prior to certifying election results using email or phone if contact information is available.

Modifies Election Law Section 9-209 to add an exception to the requirement that unsealed envelopes be set aside unopened.

Takes effect immediately and applies to all elections occurring after the effective date.
