Defines "miscellaneous industry worker" to include car wash attendants, nail salon workers, tow truck drivers, dog groomers, wedding planners, tour guides, valet parking attendants, hairdressers, aestheticians, golf and tennis instructors, and door-persons covered by 12 NYCRR part 142.

Establishes cash wage minimums for miscellaneous industry workers receiving tips in New York City starting at $13.15-$13.85 per hour (June 30, 2020) and increasing to $15.00 per hour (December 31, 2020), then matching standard minimum wage thereafter.

Sets cash wage minimums for miscellaneous industry workers receiving tips in Nassau, Suffolk, and Westchester counties at $11.40-$12.00 per hour (June 30, 2020) increasing to $14.00 per hour (December 31, 2020).

Establishes cash wage minimums for miscellaneous industry workers receiving tips outside New York City and surrounding counties at $10.35-$10.90 per hour (June 30, 2020) increasing to $12.50 per hour (December 31, 2020).

Requires tip credit adjustments in minimum wage orders so that combined cash wage plus tip credit equals the minimum wage, and permits tip sharing among all employees rather than only between waiters and busboys.
