Authorizes the Empire State Development Corporation to develop and implement a public awareness campaign promoting personal protective clothing and equipment (PPE) manufacturing businesses located in New York State.

Requires creation of an internet-based "Buy New York Personal Protective Clothing and Equipment Online Networking Directory" searchable by product type, listing participating manufacturers' names, addresses, contact information, products, and operational details.

Directs the corporation to promote the campaign through internet, radio, print advertising (brochures, billboards, posters), and may recruit public ambassadors to promote the message.

Requires the corporation to post information about available incentives for manufacturing businesses and PPE purchasers on its official website.

Mandates the campaign begin within 90 days of enactment and requires annual reports to the governor and legislature starting one year after the act takes effect, including actions taken and funding needs assessment.
