Authorizes the town of Newburgh in Orange County to establish a special road improvement district in the Ridge Hudson Valley development area pursuant to articles 12 and 12-A of town law.

Specifies the district includes 18 identified tax parcels within the town of Newburgh, referenced by section-block-lot numbers.

Road improvement district shall provide for earthwork, site preparation, construction, repair, reconstruction, and maintenance of roads and related infrastructure within and around the Ridge Hudson Valley development area.

All construction, reconstruction, and maintenance must comply with applicable provisions of highway law, New York State Department of Transportation procedures, and require DOT consent where applicable.

Amends town law section 202-c to allow the town board to diminish, extend, merge, or amend lighting districts without petition after one year of establishment and with no outstanding indebtedness, subject to public hearing and permissive referendum.
