Adds Tompkins County to authorized hunting areas, allowing deer hunting from the first Saturday after November 15 through the first Sunday after December 7 using pistol, shotgun, crossbow, muzzle loading firearm, rifle, or long bow.

Modifies the Southern tier, central and Western region hunting regulations to exclude Tompkins County from the "long bow only" restriction, permitting rifle use in that county.

Establishes a separate provision allowing deer and bear hunting in Tompkins County during the same season dates with the same weapon types, effective upon expiration of prior hunting regulations.

All provisions expire and are repealed on October 1, 2022, unless extended by subsequent legislation.

Amendments to regional hunting regulations take effect immediately, while new Tompkins County provisions activate upon expiration of existing regulations under Chapter 600 of the 1993 laws.
