Changes the Volunteer and Exempt Firefighters' Benevolent Association of Briarcliff Manor from a membership corporation to an unincorporated association.

Expands the association's purposes to include maintaining headquarters, promoting member welfare and safety, providing social and recreational activities, and promoting volunteer fire service in the community.

Establishes a seven-member board of trustees consisting of a president, vice-president, secretary, treasurer, and three trustees to control the association's funds, property, and affairs.

Requires the association secretary (rather than the village clerk) to mail meeting notices to eligible members at least ten days in advance of annual meetings.

Allows the association to collect taxes on foreign fire insurance premiums under New York Insurance Law sections 133 and 149-a, with authority to remit required percentages to the state firemen's association.
