Establishes that the state of New York shall bear all past service costs associated with implementing this provision, estimated at approximately $45,800 as a one-time payment.

Projects annual contribution increases of approximately $4,200 for Suffolk County for the fiscal year ending March 31, 2021, with future costs varying based on billing rates and Posillico's salary.

Takes effect immediately upon enactment.
