Amends the alcoholic beverage control law to allow retail on-premises liquor licenses for a specific property in Buffalo, Erie County, despite being within 200 feet of a school, church, synagogue, or other place of worship.

Applies exclusively to a designated premises for food or beverage sales located wholly within Erie County boundaries, identified as subdivision lot number 39 in Block "C" on Main Street in Buffalo.

Property description includes specific lot numbers from the Holland Land Company's survey and precise boundaries measured from Main Street and Heath Street (formerly Morton Street).

Takes effect immediately and is deemed effective retroactively to the effective date of chapter 280 of the laws of 2019.
