Commissioner of Health must conduct a study of primary care, urgent care, and ambulatory health care services on Staten Island, including current conditions and future trends

Study shall examine retail clinics, urgent care centers, major ambulatory health care practices, federally qualified health centers, community health centers, and general hospital ambulatory care clinics, but shall exclude ambulatory surgery centers and office-based surgery practices

Study shall assess the impact of these entities on delivery, quality, accessibility, and cost of ambulatory health care, with recommendations to improve services

Clinic and urgent care operators must provide 30-day notice to the Department of Health and locally elected officials before closure, relocation, or decertification during the study period

Commissioner must report findings and recommendations to the Governor, legislative leaders, and publish on the Department of Health website within one year of the act's effective date
