Directs the superintendent of financial services and the commissioner of the New York state department of state to jointly prepare a study on consumer awareness and financial education in New York state.

Study must analyze consumer and financial education provided to New York residents, debt incurred by age/gender/location, and access to banking and investment services by age/gender/location.

Requires completion of the study and recommendations within 12 months of the act's effective date.

Study results and recommendations must be provided to the governor, temporary president of the senate, and speaker of the assembly, and posted on the department of financial services public website.

Act takes effect immediately.
