Requires recommendations on Advanced Metering Infrastructure (AMI) requirements, incentives for AMI growth, alternative financing methods for AMI installation, and impacts of increased electric vehicle use during off-peak hours.

Must include details on plan restrictions, consumer guidance on efficient plan usage, and potential ratepayer impacts from choosing time-of-use plans.

Commission shall publish findings within 180 days and submit copies to the Senate Temporary President, Assembly Speaker, Senate Energy and Telecommunications Committee Chair, and Assembly Energy Committee Chair, with online publication required.
