Authorizes Jolie Louise Baynes to file a service retirement application on behalf of her deceased father Johnny Baynes, a unified court system member of the New York state and local employees' retirement system who died March 26, 2020 from COVID-19 complications

Sets Johnny Baynes' retirement date as March 25, 2020 and allows his daughter to file with a joint allowance full option election form within one year of the act's effective date

Waives any pre-retirement ordinary death benefits under section 448 of the retirement and social security law upon filing of the service retirement application

Deducts any amounts already paid to the retirement system as a result of Johnny Baynes' death from his service retirement benefit on an actuarially equivalent basis

Establishes a one-time state cost of approximately $1.26 million (as of March 1, 2021) to be paid by New York State, with the act taking effect immediately
