Mandates offering current tenants, lessees, or sublessees a right of first refusal to match the most advantageous responsible bid after fair market value determination or public bidding concludes.

Restricts future uses of disposed assets to preserve the existing use, height, bulk, floor area ratio, and parking for the duration of any resulting lease or sublease.

Establishes legislative intent protecting the nearly 100-year-old bridge's historical significance and the longstanding businesses operating on it, following its 2018 rescue from demolition.
