Requires the municipality with the highest population in each county (based on latest federal decennial census) to have at least one polling place designated for early voting.

Mandates that early voting polling places in the highest-population municipality be situated along public transportation routes to the extent practicable.

Maintains requirement of at least one early voting polling place for every 50,000 registered voters in each county, with a minimum of one polling place in counties with fewer than 50,000 voters.

Increases the maximum number of early voting polling places per county from seven to ten, unless a different number is required by other provisions of law.

Takes effect January 1, 2021.
