Study must address estimated costs for new guardrail installation and underpass renovations to accommodate commercial vehicles, project duration, and impact on local traffic patterns

Study must include environmental impact statement if required by law or deemed warranted by the Department of Transportation, and identify areas for inter-agency cooperation

Department must report findings to the governor and legislature within one year of the act's effective date
