Narrows the definition of "health care services" eligible for liability immunity to only services related to diagnosis or treatment of COVID-19, or assessment/care of individuals with confirmed or suspected COVID-19 cases.

Removes coverage for care provided to any individual presenting at a health care facility during the COVID-19 emergency declaration that is unrelated to COVID-19.

Removes the phrase "arranging for or" throughout the liability immunity statute, limiting immunity to those directly providing health care services rather than arranging for services.

Requires health care facilities and professionals claiming immunity to be providing services in accordance with applicable law or COVID-19 emergency rules and in good faith.

Applies retroactively to claims arising from acts or omissions occurring on or after the effective date, but only until the COVID-19 emergency declaration expires.
