Authorizes certified first responders, emergency medical technicians, and advanced emergency medical technicians to provide basic first aid to dogs and cats during emergency responses, provided no humans require medical attention or transportation at that time.

Limits veterinary first aid to eight specific procedures: opening and maintaining airways, mouth-to-mouth or barrier ventilation, administering oxygen, mask ventilation, controlling hemorrhage, immobilizing fractures, bandaging, and administering naloxone as directed by a licensed veterinarian.

Requires emergency medical personnel to consult with a licensed veterinarian to the extent practicable while providing such care.

Provides civil liability protection for emergency medical personnel and licensed veterinarians who provide instruction, as long as they act reasonably and in good faith.

Requires the Commissioner of Education to promulgate rules and regulations to implement these provisions and takes effect one year after enactment.
