Grants Scott Berger, a member of the New York State and Local Police and Fire Retirement System, service credit under section 384-d for his employment with the Village of Frankfort from May 5, 2000 through December 2002.

Allows Berger to participate in the special twenty-year retirement plan under section 384-d instead of the general retirement plan under section 375-c, contingent on filing a request with the state comptroller within one year of the act's effective date.

Requires the Village of Frankfort to bear all employer past service costs associated with the change, estimated at approximately $36,000 as a one-time payment or $4,760 annually if amortized over ten years.

Authorizes the Village of Frankfort to amortize the past service costs over a period of ten years if elected.

Takes effect immediately upon enactment.
