Commissioner of Health must study the effectiveness and accuracy of blood alcohol content (BAC) estimation devices used by law enforcement agencies

Study must examine which devices are used, their accuracy, margin of error, likelihood of inaccurate readings, and other relevant information deemed necessary by the commissioner

Commissioner must submit findings, conclusions, recommendations, and any proposed legislation to the Governor and Legislature no later than one year after the act's effective date

Act takes effect immediately upon passage
