Amends the definition of "nonprofit organization" for inmate work programs to exclude organizations that receive any federal, state, or local funding, or are public corporations funded in whole or in part by government funds.

Prohibits compelling inmates to provide labor through force, threats of force, threats of punishment, threats of legal coercion, or any scheme intended to cause inmates to believe they or others will suffer physical, emotional, or mental harm.

Grants inmates alleging violations of the compulsory labor prohibition a cause of action for damages including punitive damages, injunctive relief, reasonable attorney's fees and costs, with a ten-year statute of limitations.

Takes effect thirty days after becoming law.
