Prohibits travel consultants, travel promoters, and other entities providing travel services from failing to provide full monetary refunds upon request for school-related educational trips, tours, or excursions cancelled due to a declared state of disaster emergency.

Makes violations of the refund requirement a misdemeanor offense under General Business Law.

Establishes civil penalties of up to $500 for general violations of travel service regulations, and up to $5,000 for violations of the refund requirement.

Authorizes the Attorney General to seek injunctions to stop violations and obtain restitution through special proceedings, without requiring proof of consumer injury or damages.

Takes effect immediately upon enactment.
