Amends Public Health Law Section 2823 to explicitly include senior citizens as a vulnerable population eligible for supportive housing development programs.

Defines senior citizens as any person 62 years of age or older for purposes of the supportive housing development program.

Requires grant applications to include plans for developing adequate and accessible housing to support vulnerable persons, including senior citizens, in the community.

Maintains existing provisions requiring grantees to file annual reports and submit to commissioner inspections of medical, service, and financial records.

Takes effect immediately upon enactment.
